The Governor of Hong Kong

has recently had under review the

question of future administration of

the Port of Hong Kong, the

development of which has hitherto

been left to a large extent to

private enterprise.

A brief note

is attached which explains the nature

of the present problem.

At the Governor's request

An expert on harbour administration

in this country has accepted an

invitation to visit Hong Kong in the

autumn of this year for the purpose

problem

of investigating the situation and

the many considerations and interests

involved, and to advise the Hong

Kong Government on the policy which

it should adopt with regard to the

future administration of the Port.

It is desired that a well

qualified engineering expert should

be invited to accompany him on his

mission who would advise him on

the technical engineering problems

which will have to be studied.

In this duty he could, of course,

rely upon the local knowledge and

experience
